Bluetooth Compatibility Issue with VMware and macOS Ventura

I am reverse engineering a Bluetooth compatibility issue between VMware Workstation and macOS Ventura. The Barrot Technology Bluetooth adapter is not recognized as an active Bluetooth controller by macOS Ventura. The problem seems to lie between Apple's Bluetooth transport and HCI communication. I am seeking developers experienced with this technology.
