OpenCommand: Catcher-target and pitcher-command data for MLB

OpenCommand evaluates pitcher command in MLB by scoring based on the distance of pitch locations from their targets. This system includes computer vision object detections and a complete inference pipeline for the 2025/2026 seasons.
